Our knowledge of criminal and civil records research starts with a foundation in how the United States courts are organized, from the Federal level down to the Justice Courts, and an understanding that there is no such thing as a true “nationwide criminal check”, although many online search providers would like you to believe as much. With over 3200 County level courts in the United States, and numerous upper and lower courts in each of those jurisdictions, there is no single database which will cover all of the possible records.
The closest thing to such a “database” is the National Crime Information Center (NCIC), a database maintained by Federal law enforcement. However, this database is off-limits to non-law enforcement personnel, and unauthorized access, by anyone, could be treated as a Federal crime.
